GOVERN & PROTECT

AI Governance Consulting

Build practical policies, accountability and controls for responsible enterprise AI.

PRACTICAL GOVERNANCE

What Is AI Governance?

AI governance is the operating system of policies, responsibilities, controls and oversight used to manage how artificial intelligence is selected, approved, used and monitored across an organisation.

AI adoption rarely arrives through one controlled programme. Employees use generative AI, departments acquire AI-enabled software, and platforms such as Microsoft 365 Copilot and Oracle AI introduce increasingly capable assistants and agents.

Namandla helps South African organisations replace fragmented rules and unclear ownership with a governance model people can actually follow.

Visibility

Know which AI tools, vendors, use cases, pilots and agents are operating, what information they access and why they are being used.

Accountability

Clarify who may introduce AI, who approves it, who owns each use case and who responds when something goes wrong.

Control

Apply proportionate risk review, information rules, human oversight, monitoring and escalation without blocking responsible innovation.

Technology may perform the task. Accountability remains organisational.

THE OPERATING MODEL

The Namandla AI Governance Framework

Eight connected governance areas create a practical operating model for responsible AI adoption.

1. Accountability & Oversight

Define executive, business, technology, data and risk ownership, including approval and escalation authority.

2. AI Inventory & Classification

Create visibility over AI systems, vendors, use cases, pilots, experiments and agents.

3. Policy & Acceptable Use

Set approved and restricted uses, information rules, employee responsibilities and incident routes.

4. Risk & Impact Assessment

Assess privacy, security, reliability, decision impact, bias, reputation and operational dependency.

5. Data & Information Governance

Control personal, confidential, financial, customer and employee information throughout the AI lifecycle.

6. Vendor & Technology Governance

Review data use, security, subprocessors, contracts, integration, continuity, auditability and exit.

7. Human Oversight & Agent Authority

Define decisions, actions, permissions, limits, approval thresholds and emergency suspension.

8. Monitoring & Improvement

Track performance, incidents, complaints, vendor changes, adoption, regulation and realised value.

A PRACTICAL STARTING POINT

Establish an AI Governance Foundation

For organisations where AI use is growing but governance remains fragmented or informal, the Namandla AI Governance Foundation creates a workable baseline.

Assess the Current State

Map existing policies, stakeholders, AI activity, systems, vendors, use cases and current control gaps.

Build the Operating Model

Develop the governance framework, enterprise policy, acceptable-use rules, risk classification, approvals and RACI.

Embed Oversight

Create registers, human-oversight requirements, vendor controls, incident procedures and executive reporting.

The result is not simply an AI policy. It is an operating governance framework.

REGULATORY CONTEXT

Align Governance to Recognised Risk Principles

Where appropriate, Namandla can align the governance model to recognised information, management-system and AI risk principles.

POPIA

Apply POPIA-informed controls where AI systems process personal information.

ISO/IEC 42001

Use relevant AI management-system principles for governance maturity and readiness.

NIST AI RMF

Structure AI risk management around governance, mapping, measurement and management.

EU AI Act

Consider readiness where an organisation’s activities create a relevant connection to the European Union.

South Africa’s draft National AI Policy was withdrawn in June 2026 for reworking. Namandla provides AI governance advisory and consulting; it does not replace legal counsel, formal regulatory interpretation or accredited certification.

AI GOVERNANCE FAQ

AI Governance Consulting FAQs

What is AI governance?

AI governance is the framework of policies, responsibilities, processes and controls used to determine how artificial intelligence is selected, approved, used and monitored within an organisation.

Why does a business need AI governance?

Because AI adoption can happen faster than traditional organisational controls. Governance creates visibility, accountability and a consistent decision process.

What should an AI governance framework include?

Roles, executive oversight, AI policy, acceptable-use rules, inventories, use-case approval, risk classification, vendor assessment, information controls, human oversight, incident management, monitoring and reporting.

What should an enterprise AI policy contain?

Approved and prohibited uses, employee responsibilities, information handling, approved technologies, output validation, human oversight, use-case approval, vendor requirements and incident escalation.

What is an acceptable AI use policy?

An employee-facing layer that explains which tools are approved, what information may be entered, what needs checking and who remains responsible.

How does POPIA apply to AI?

POPIA remains relevant when an AI system processes personal information. The specific legal obligations depend on the use case and should be confirmed with appropriate legal or privacy specialists where necessary.

Does South Africa have an AI Act?

South Africa does not currently have a standalone national AI Act. A draft National AI Policy published in 2026 was withdrawn for reworking. Organisations should use applicable existing law, including POPIA where personal information is involved, and obtain legal advice for their circumstances.

What is shadow AI?

AI tools or use cases operating without appropriate organisational visibility, approval or governance.

Do we need an AI governance committee?

Not every organisation needs a new committee. Existing risk, technology or executive structures may be sufficient if accountability, authority and escalation are clear.

What is an AI register?

A structured organisational record of AI systems, vendors and use cases, including owners, purpose, technology, data, risk, approval and review dates.

How should AI systems be classified by risk?

According to characteristics such as information sensitivity, decision impact, system authority, financial consequence, customer impact, operational dependency, regulatory context and human oversight.

When is human oversight required?

Particularly when AI influences material decisions, handles sensitive information, interacts directly with customers or performs actions with meaningful consequences.

How should AI vendors be governed?

Assess information use, security, retention, model improvement, subprocessors, integration, service continuity, auditability and exit.

What is ISO/IEC 42001?

An international AI management-system standard. Namandla may use relevant principles for governance maturity and readiness but does not issue ISO certification.

What is the NIST AI RMF?

A voluntary framework organised around Govern, Map, Measure and Manage for AI risk management.

Does the EU AI Act affect South African companies?

Potentially, depending on the organisation's activities and connection to the EU. Applicability is a legal question and should be confirmed with appropriate counsel.

Will AI governance slow down innovation?

Poor governance can. Good governance creates predictable approval routes and guardrails so good ideas can move faster.

How do you govern AI agents?

Define system access, information access, tools, action authority, approval thresholds, escalation, logging, auditability, suspension and accountability.

Can AI governance be outsourced?

Elements can be supported externally, but internal accountability should remain with the organisation.

Is AI governance just compliance?

It should not be. Good governance helps the organisation answer what AI exists, who owns it, what can it do, what risks are acceptable and what should be monitored or stopped.
